From here, he charmed his way into the Merseyside Disability Federation, which met monthly to award grants to charities and community projects.
Consequently, Gordon – who boasted of mythical degrees from Cambridge and Lampeter universities – gained the trust of vulnerable individuals, charities, panels and funding bodies.
Here, it is claimed he siphoned social fund grants from Brussels destined for vital community projects.
Police suspect Gordon may have also forged signatures to obtain the cash.
Gordon also hired a room at the 3TC centre in Waterloo where it is alleged he conducted a fraud involving students with mental health problems.
He ran the scheme from August 2006 until December 2007, when the lease was terminated after rent arrears swelled to nearly £36,000.
Charity bosses have since taken legal advice but have been told the chances of recovering the debt are “minimal”.
Det Sgt Jones added: “If any members of the public know of his whereabouts or recognise him from this photograph, I would urge them to call me and help the police investigation."
The Merseyside branch of the Bipolar Organisation was closed down as soon as allegations about Gordon’s activity surfaced.
Both they and the Merseyside Disability Federation are currently fully assisting police.
